Do you need a permission from the City Hall?

Most probably, yes. In most of the European and American countries thoug, its not difficult to get this permission. In most cases it is enough to present a plan for the installation (taking into account the evironmental impact) and simply paying the related "public installation" fee which is usually paid yearly.
